You are hearing the power supply trying to come up,but there is a short.....it almost like a chirping. More than likely,it will need a flyback transformer. A reputable repair shop can confirm and repair in the $200 range. If you have technical ability,I can guide you further
This is a common problem and the set is in shutdown mode. It attempts to fire up three or four times (the chirp you hear) if it detects a fault it shuts down - the most likely cause is the HV (high voltage) block- caution working on it since HV is present - The repair generraly costs $200-400 P# 205064

I am sorry to hear about your problem with your rca... I work on these sets daily. (so that should tell you how dependable..First thing you can tell is that is not the main fuse.. THe main processor is recieving power and then something in the startup procedure upset the processor.. so it shut it down. unfortantly thats where the troubeshooting begins....technicians have specail computer equipment that alows them to read errors codes much like that of a car... most of the time it will be a high voltage issue. hoizontal transistor. flyback..if you have to replace a board you may even need special euipmwent to do that...Does the set make any noises chirps or squeals..did it smell ...what what is doing when it whent out
