Question about Proscan Tablets & eReaders
The tablet says that Launcher has stopped working and when i turned it off it will not turn back on it will just stay on the start up window

I just did something exactly like this on my phone. Here's what I did for solving it.
NOTE: you will need access to a PC with internet connection and your problem Device must have access to the internet. You also need access to the PLAY store on both the PC and the problem device. From what I understand from reading your explanation this should not be a problem.
1 - Start your Device as normal and when you get the force close message go to the Report option.2 - Once on the report screen (accept the terms and conditions if they appear) you should be able to pull down the notifications bar.3. On the PC go to the play store (you must log in with the same account as the one in your problem device)4. Search for a different Launcher and install it through the play store on your PC. (I used Zeam Launcher for resolving my issue but I did this on a phone so it might not be available for a tablet. You can search for Launcher and find one that way)
5. The new launcher should automatically start downloading and installing on your problem device. You should be able to see this happening on the notification bar.
6. Once finished, just go back to the main screen. You should get the option of what launcher to use. Select the newly installed launcher. (do no use the default option).
7. Once in the new launcher, go to the density changer application and change it back to the original density.
8. Reboot your tablet and it should now work correctly.
NOTE #2: I did this on a phone. I've never owned a tablet so I'm not 100% sure this will work for you.

SOURCE: yesterday my Android 4.1 tablet froze up, so I did a hard shut down. now it is coming up with message that various programs have stopped including launcher, about all I can do is turn it on and get in
what brand and model # is your tablet, some tablets have specific software or buttons that are used to reset the device or boot into a different mode. If the information that you have on the device is something that you absolutely must get then there are several things that need to happen. If the data is not important, you can perform a reset on the device.
You do need to give more information though, like the make and model. from there someone will be able to help you better.

First Turn off the Tablet, and locate the small pin hole reset.
Press and Hold the Power button while poking the hidden reset button with a small object like a paper clip until you see the Android logo, let off the power button.
Use the paper clip and poke the hole to navigate the menu, hit the power button to accept the menu items.
First select Wipe Data if avialable, then Select Factory Data Reset. Reboot the tablet after it is done reinstalling Android.
This is a common problem with these off name tablets, be weary when buying cheap devices.
