Clean the Disc: Ensure that the installation disc is clean and free of smudges, scratches, or dirt. Clean it gently with a soft, lint-free cloth, wiping from the center of the disc outward.
Check for Compatibility: Make sure that the game disc you're trying to use is compatible with your PS2. Some older PS2 models have difficulty reading certain types of discs.
Check the PS2: Ensure that your PS2 console is clean and free of dust. Dust can interfere with the disc-reading mechanism. You can use compressed air to blow out any dust from the disc tray.
Try Another Game: To determine if the issue is specific to the game disc or your PS2, try another game disc. If other games work without issue, it might be a problem with the installation disc.

Yes the problem is the laser. It's on its way out (and is almost completely out). You can find a new laser for the 77001 console at the following page. They also sell the completely laser assembly which includes all moving parts in there:

Your reading lens is probably weak or its dirty....first you should clean your PS2 lens.Here is a video that will help you in cleaning your PS2 lens....
Cleaning lens helps in most of the cases.Apart from cleaning lens here is a little trick for you, check it out it might work on your console too!
Although its about plying DVD's but you can play heavy games like Grand Turismo 4 , God of war etc too by following the same procedure....! Good luck! :)
Games like God of War 2, Grand Turismo 4 etc take time to load and some times these games are not loaded by consoles with weak lenses or dirty lens.You should consider cleaning your lens.Cleaning lens might solve your problem plus here is a trick for you to play such heavy games(Although its about playing DVDs on PS2 but you can play your game by following this tip the same way.) If your PS2 works fine with most
of the games and won’t play a few..Then you should try this trick to play them
too on your PS2:
Turn on your PS2 without
inserting any disc.
Menu screen will
appear like:
Press the (triangle) Button to enter Version
Information Menu that looks like
Highlight the Play Station
Driver as above and again press (triangle).
New screen will appear like
Highlight the Disc Speed
as above and press X button,to enter Disc Speed Menu
And set it from Standard to
"Fast".
After you set Disc Speed to Fast,Press and HoldReset Button to turn off your console.
Then again Press and Hold Reset
Button till the Blue Light turns on.
Remove the Reset Button and
Press it again.
Be
patient and wait till thegame loads itself. If your lens is in good condition then
it will play game in first go else try again till it PLAY your game. If still

I've encountered similar problem with my PS2. I really can't play the disc that I bought. There might be some burning problem that difficult to read by your PS2. What I did I've tried to copy it and burn in to a better DVD disc and it works. Try it.
This can sometimes be caused by the actual PS2 media. PS2 discs usually have either a silver or blue bottom. Silver is DVD media and Blue is CD media. Sometimes the laser mechanism gets a little wonky and can't read one type or another. Typically, older games had the blue discs (Kinetica and Gran Turismo are some of the oldest games on the system) I would check the color of your existing games and see if that is an issue.
Another possible idea is that you just got a bad disc, it doesn't happen very often but it does pop up from time to time.
