Recently power was disconnected in building and today only one phone is working even though it sat on the charger all night long. Do I need another battery??

Try another phone with that charger and see if it charges another phone if it does then your battery maybe bad.. if it doesn't then the charger is bad and your battery is mostly fine.

Is the replacement battery an original equipment battery? I bought an aftermarket battery for my Samsung and the phone will not recognize the battery even though the specs are identical. Nice trick by Samsung. See if I ever buy another product of theirs again. Anyhow try putting the old battery back in and see if it will function while plugged in. Otherwise head to the phone store.

Earlier my laptop shut down with no warning even though the charger was all connected and plugged in. now even though the charger is plugged in everytime i try to turn it back on the needs to be charged...

This could be caused by several things, but try the obvious first. I just bought a brand new power supply, and in less than a week the customer called and said it stopped working. I suggested she take the cord from the old charger and try it - it worked - the brand new cord lasted less than a week. The other thing that could cause this is a bad connection on the end of the power supply, going into the computer. It could even be a bad power supply. The last thing I can think of is a bad battery that won't hold a charge.

Ok, this one is kind of odd, but through experience I know it's right. When you plug in the charger to most phones, the phone will use that power to run the phone as well as charge the battery. However, in this case, the phone does not use the power supplied by the charger except to charge the battery. So, until the battery has enough power, you cannot use it. Even though the phone is plugged into the charger, the battery is what is being used, not the power coming from the wall. I hope that was clear enough, I know it's an odd situation.

Phone won't turn on at all

take the battery out then try again. If the battery isn't totally dead try turning the phone on and then plugging it in. It's happened to me before and sometimes it takes a few tries to get it to work but it should come on eventually.

Does leaving a cell phone charger plugged in to an outlet at home, without having the phone charging in it,drain energy from your home?

Yes. You are right. Here energy is not the criteria. It is always safe to unplug the charger (when not in use) to prevent the damage of a cell phone due to accidental over load of electricity or short circuits. Moreover Chargers do draw power when plugged in, whether or not a device is actually being charged.
If the charger is plugged in someplace easy to access, like right by where you keep your phone, you should unplug it. But if it would be difficult to have to plug it in every time you need to use it, you'll be fine just leaving it plugged in..and.It still uses energy even when not charging. Any electronic device plugged in a socket uses energy whether it is in use or not.
