Yes this is a fairly common rubber grommet usually available at Maplin. They are most used for protecting cables or other things from abrasion from flexing at the entry points into boxes casings or conduits etc.

Some hardware stores, electrical supply stores, radio shack, are a few places I would think of trying. Take old one with you to make sure same amperage/voltage rating.
