First of all, you need to read your documentation and see if your model is bluetooth capable. Some are - some are not. Secondly, let us know the model number of your laptop. The price you paid is not relevant to deriving a solution.
Check on eBay using the model number. Sometimes people in the opposite situation (broke the keyboard and mouse) sell just the adapter. Additionally, if they are a bluetooth and keyboard you can also just buy a different bluetooth adapter to use with your keyboard and mouse.
1.if you check with another mouse,it is working fine means may be your mouse is only fault.
2.Otherwise,check one thing in device manager and right hand side over the touch bad,weather yellow or red color over there or not,once over the color means it is driver fault so update the driver through device manager.
3.Otherwise eneble the touch option.
4.otherwise may be USB port problem,so update the usb driver via device manager
Actually Acer use the same laptop case for some of their models, so the acer 4420 doesn´t have built-in bluetooth, you won´t find any driver for the bluetooth cause that reason. I have an extensa 4420-5910, have a bluetooth switch in the case but no bluetooth, if you check at Acer´s web page it say thet some models doesn´t have built-in bluetooth but the switch is in the laptop case... On the other hand, if you install an external bluetooth device, the case switch will be usefull to turn it on and off.
