Best I could find is on this site, as you didn't specify what operating system you are trying to use: http://www.reviversoft.com/blog/2012/12/hal-initialization-failed/info. This usually only happens if you are using Linux or Windows 8.

Use Last Known Good Configuration
You can also try to boot the operating system with the LastKnown Good Configuration feature.

This feature will allow you to undo anychanges that caused problems in the CurrentControlSet

registry key, whichdefines hardware and driver settings. The Last Known Good Configuration

featurereplaces the contents of the CurrentControlSet registry key with a backup copythat was

last used to successfully start up the operating system. To use the Last Known Good

Configuration feature, first restart the computer by pressing [Ctrl][Alt][Delete]. When you

see the message Please select the operating system to start or hear the single beep, press

[F8] to display the Windows Advanced Options menu. Select the Last Known Good Configuration

item from the menu and press [Enter].Keep in mind that you get only one shot with the Last

KnownGood Configuration feature. In other words, if it fails to revive your WindowsXP on the

first attempt, the backup copy is also corrupt.

If the method above can't help you, you can learn how to recover data when windows won't start

Dvd not working to initiate repair disk- no boot on hard drive

If the internal DVD drive worked previously, try changing the boot order in your BIOS. Depending on your computer, you will need to press Esc, Del, F1, F2 or F10 to access the BIOS. Save the new boot order when you exit the BIOS. If your DVD isn't listed, replace the SATA cable with a new one and make sure that the power cable is fully seated. You can try connecting the data cable to another SATA port on the motherboard. It's possible that the DVD drive failed as well; you can try a different optical driver.

All of the SATA ports should be able to support a boot device unless there is a specific controller/bandwidth sharing issue involved.

If you are using a USB DVD drive, you need to make sure that your motherboard supports booting from USB.

Please add a comment with your computer make/model or motherboard. I can provide more assistance with changing the boot order or determining the limitations of your SATA ports on your system.

HAL.DLL is missing or corrupted, xp doesn't boot

If you can enter safe mode, run the command prompt as administrator. Enter the command: sfc /scan now

Then hit enter. It should replace missing files or repair corrupt files. It is a lengthy scanning of every file on the computer. Chkdsk would NOT replace a missing file.

.If you can not boot XP, change the boot setup to boot a CD/DVD at startup by entering the BIOS before windows pops up with a loading screen (rather than the hard drive) and have it boot a CD/DVD or USB that you have burned/installed Reimage upon. That is a commercial product. Check it out at MajorGeeks or its own website. Alternatively, take a look at method 3 on this page: http://www.wikihow.com/Make-a-USB-Bootable

I plug it into usb port, i downloaded driver from manufactors website, yet nothing happens. The mouse will not work.

No need for a mouse to have a driver, friend. Try to insert into other usb port...wait till the computer initialize and configure your mini mouse...
If the problem still exist...restart your pc to initialize the mouse...Done!
If still nothing happen...besides you try all the usb port in your pc. I think you need to buy new good mouse...Done

Sir, i have hp mini 210-1000 laptop without cd/dvd. while installing windows xp i have deleted the partitions & tried to install xp from usb but failed. please help me to install windows xp .

Check the BIOS to see if you can make the USB as the first boot device, if you can then you will be able to install XP from the USB flash memory stick.
The reason why your XP installation failed is because in most older laptops, the USB port does not work until Windows XP has been installed.
Your hard disk may have an Windows XP install partition that you can access to reinstall Windows, provided you have not deleted this partition.

USB ports not working, slow computer

The error you are getting is the USB port driver. I suggest disconnecting ALL of the items you have connected to ALL of the USB ports and rebooting. If the computer reboots normally, go back and install ONE and ONLY one USB device. Restart your machine. If it boots OK, shut down, remove that device and connect another one, restart again. Do this for EACH of the USB devices until you find one that causes the computer to boot slowly and/or generates the error message. That one is the culprit and needs to be repaired before reattaching to your system.

If, however, after removing all of the USB devices initially and rebooting, you still get the error message, then you have a USB driver problem. You will need to remove the USB driver and reinstall from a known good location (like HP's website) to fix the driver problem.
