When I start my computer the cpu fan starts and stops in 2 or less seconds, and this is with a new PSU.
YOU HAVE A ELECTRICAL PROBLEM.
SAMEWHERE THE WIRES ARE NOT IN CONTACT.
CAN BE A LOOSE WIRE.
CHECK THE FRONTPANNEL-CONNECTIONS.
MAKE SURE THEY ARE AT THE RIGHT PLACE AND SIT THERE

I have encountered that kind of problem before in the AMD processor. When your turn on the switch the fan is spins and then suddenly stop. The processor is shorted or there is defective parts you need to return it to the supplier. But can you check first if the motherboard and the processor is match . Maybe the motherboard cannot carry the speed of the processor it's better to ask to the supplier or ask them to test both the processor and motherboard .
