this problem is normal because of the BIOS chip failure normally
symptoms: when u get ram out and start computer it gives beeps and when u put back the ram and power on PC it gives no beep no display.
Fix the problem: tools required: 1. hot air gun 2. 512kb fresh bios chip/ if the old chip is right then no need of newer one 3. p3 mainboard (with the BIOS socket) for reprogramming the chip 4. dos bootable hard disk 5. bios bin file. have not the file , don't worry: this file can be made from the bios chip of a working mainboard using the bios flash utility. flashing software: best is Uniflash.
Procedure: 1. with hot gun, get the bios chip out of the board, 2. reprogramme the chio with correct bin file. 3. put the bios back
Reprogramming: copy the file in dos bootable hd run the hdd on p-3 board pull the bios out of running board (with slight care) put the 845gvsr bios chip in place of p-3 bios run uniflash and flash the bios power of p-3 computer and get bios out
when the clean light flashes its displaying a fault code based on the number of times it flashes...if it flashes 7 times then pauses then flashes 7 times again its displaying error code#7 if 4 times then pause its code#4 ect.

This should be an error code 14. Most of the Philips TVs with this code means the Audio is the problem.
The Audio board maybe shorted out causing the TV to go into "Protection Mode". I would try unplugging the Audio board from the main power supply board and main mother board to see if the TV powers up without going into Protection Mode. That should give an answer if the Audio board is bad or not.
On that relay board their should be 2 lights engaged:
It sound like a loose connections there are 3 connections to the board first that I would look is the power connections to see if their is no broken wires, than the connector that goes to the display that may have exposed wires that may be grounding out on the frame and by jostling the connectors and see if either one stops the light flickering and relay clicking.Their can be also cold soldier connection on the relay board. Hope this helps
I wouldno't say the LCD needs to be replace. If the repair shop said that the inverter board is the problem, it could be but the way the LCD is behaving; i would suspect the power supply might not be providing the proper voltage to the inverter board circuitry making the LCD flash after it warms up.
Let me know if you need further assistance.
This 1.7" LCD is made by AUO and it is most likely defective. You may try reseating the internal ribon cable of the LCD connected to the printed circuit board by opening the camera back case (5 small screws) with a tri-wing screwdriver size #000. Care must be taken as the flash light charging circuit is active and touching certain area of the board may give a big shock once you have access to the internal guts of the camera.
This is the problem with display contact with the coard.. there will be some dry solder happened on the board. give it for a normal service and ask them to check for this loose contact..
all the best
