Vulcan oil heater won't restart

the heater ran out of oil. We refilled the tank but it won't restart. The oil filter under the outside oil tank is letting oil through OK (is not blocked). Do I need to bleed something?? This happened last time we ran out of oil, so we got the heater serviced, and the repairman said that the filter under the tank was blocked

if it is a two line system the pump should prime its self on a one line system there is a bleeder screw 3/8" on the pump but remember every time the reset is reset the pump could be adding fuel to the burner so make sure it is getting spark you should here it hope this helps also make sure you have fule not water in lines
