your pilot assy is clogged, disassemble the pilot assy completely and inspect the orifice. there should be a tiny pinhole in the end of the orifice, clean well with small wire brush and reassemble, don't forget to clean the thermocouple while you have the assy out.

Hello. Usually this problem is related to the pilot being dirty, and
not heating the bulb for the safety device properly/hot enough to fully
open the valve. If you have a general purpose mini torch you can heat
the metal bulb near the pilot with it, if this is the problem, the
safety will open, and the main burner will come on. CAREFUL, you are
not on/around the main burner, as it will allow gas to come on to the
main burner, and if your pilot is not working properly, might not light
the gas. Get the pilot cleaned and adjusted.
or... :) I know... your safety has failed, allowing gas to the pilot, but internally is not opening, this requires replacement. Last though, it could be your thermostat, its last in line, and would require replacement. The safety, and the thermostat are mechanical valves, open or closed depending on its function.
If you have a more current type, they will have a combination valve, and thermopile/thermocouple that are electromechanical, your thermostat at this point can be either mechanical, or electromechanical. This system has a few more possible causes for your symptom.
You can tell which you have by how you light the pilot, have a red button on the front of the unit, by the on/off valve? this is the first type.
Have to open a small door to access a knob, turn it to pilot, and hold in? this is the latter type.

i vacuumed the line out, i taped the angle adapterso there was only a little bit showing and stuck it on the pilot hole for 3 minutes (I turned the gas off) and it fixed it

The problem is with the pilot flame and the way that it hits the thermocouple....the flame needs to contact the thermocouple all the time or it cools off and goes out. The heat from the main flame will keep it on when on high fire, but when turned sown the pilot does not keep it hot enough and often will "pull" the pilot flame away from the thermocouple and cause it to go out.
I have had to bend the pilot assemblies and/or the hood or cover over the pilot flame to make it stay on...
This takes time and experimentation and often the installer just does not want to do that because they are contracted by the job and fiddling around costs them money...but it IS their responsibility to make sure the equipment works properly and safely before they leave...
Don't be afraid to raise a ruckus to get your heater working properly...

sounds like you have a blocked pilot injector. normally part of the pilot head. if you can remove it , blow it out with compressed air but it must be removed from the pilot head. commonly known as a Pilot restrictor,Pilot spud or Pilot injector
