Maybe you mean log on password. If you never enter a password to log on, but suddenly when turning on the computer, you are prompted to enter a password to log on, but always failed. You try to log in using an administrator user but failed. Chances are, the operating system is infected with viruses.
So, the operating system has controlled the virus.
Install the new operating system (not repair the operating system)

If you have
administrator password, you can sign in to computer with it. And access Windows
system in safe mode to remove hdd user password. If you have no administrator,
and it would have no other ways to get pass hdd password, besides Windows Password
