Pricing is too varied depending on your area and the contractor to give an accurate cost in this forum. I suggest calling a few contractors in your area. They should be able to price it over the phone. Have your model and serial number ready. Good luck!

Boiler won't ignite for hot water unless heating is on.

If this is in a RV the propane monitoring valve may require more gas flow to turn on than the water heater requires. A central heating system requires substantial gas flow so when the monitoring valve opens to fire the central heating, there is enough gas flow to also fire the water heater.

Is the honeywell wv8840B1109 like a smart meter. I was concerned after they installed this on my new water heater. It's basically an alarm for if the pilot shuts off. Seems awfully big to just be for that....

Thanks for photo link. Not a smart meter.
Just ordinary water heater gas control valve, with small circuit board to support error codes:
Copy following link for handy resources:

http://www.thetankatwaterheaterrescue.com/forums/forum3/
http://waterheatertimer.org/How-to-replace-Honeywell-gas-control-valve.html
How the newer gas control valves are different: Old water heater had thermocouple which supplies very tiny current to gas control valve. When pilot light blows out, the thermocouple no longer sends tiny current and gas control valve shuts off gas to heater.
New gas water heaters have thermopile (just like modern furnaces and stoves), which is basically several thermocouples bunched together. So thermopile sends more current to gas control valve, and supplies enough current to power small circuit board. The circuit board records error events and issues simple error codes. If pilot blows out, then thermopile no longer sends current and gas control valve shuts off gas to heater.
Moreover, the new gas control valve can be repaired and replaced without removing from tank. So tank does not have to be drained... saving time and repair cost.

Hot water heater is natural gas type gas is staying on all the time burning even when water is hot it continues to burn. Not hot water tank is over 10 years old should I try to repair or just replace???

The thermostat is what is out of calibration...this is built into the gas valve. Unfortunately the part cost almost what a new tank does. My opinion is to replace.....today gas valve....another 8 years the tank...

Natural gas hot water heater not stying lit

Probably a bad solenoid in the gas valve. Higher voltage of a new thermocouple keeps it open longer but it still fails over a period of time. Look into a new gas valve for the water heater.

If your lighting and not getting hot water then you have a valve closed or your by pass is in the wrong position, if it is burning on gas it will heat water
