I had this issue, did some research on internet, did not find fix that I discovered for me, might not work for everyone, but could hear the startup sounds, as a normal startup but screen remained blank/black and the power buttons seemed to go into hibernate mode, so shut it down manually with off button, removed the battery and turned it on and discovered it came on normally every time, tested several startups, went into power settings on lap top set all to "never", put batter back in and it boots up normally and screen comes on normal now. Accidental discovery no guarantee it will work for everyone but it worked for me!

This is a motherboard and power supply issue - you most likely cannot fix it yourself. I have attached a link where someone got their system back up temporarily, but it won't last. You need to replace the motherboard ASAP.
This sounds like the dreaded Windows Vista Black Screen of Death (KSOD). you might have a bad hard drive, but even more likely some software or a driver is causing a problem and caused Vista to get stuck. The repair will not work. You might be able to run a complete repair from the Windows Vista CD, if you have one. If you are not too experienced, take it to a reputable computer service center. If you are at all technical and have time, google your problem and you will see thousands of similar users with same problems.

This sounds more like a hardware issue. Now you say that the external display output is working fine. It could possibly be a problem with the lcd display itself shorting out. If there was a problem with the video hardware then I do not think you would be able to get the external display working either. The whinning noise could be coming from the lcd inverter.
Usually this happens when the vista boot loader fails. During boot up, keep tapping F8 and then select Disable Automatic Restart... and get the stop error code which usually starts with 0x

I have a Inspiron 530 when I turn on it you can see that everything start ok but before I type my password everyting turn black an the only you can see is the litlle white arrow of the computer mouse
Can you hear the Windows startup noises but can't hear it?
Does it work plugged into an external monitor? (Any good CRT or flat screen should work.
Be sure to plug in the screen before you turn it on.
If it doesnt output to the LCD automatically you may have to hit FN-F8 to switch to external.
If it works on external monitor you are just dealing with a screen problem of some sort - either a bad inverter or backlight in the LCD most commonly...
