Machine sat for 3 months after it was re-installed, it was powered on and defaults to cleaning mode. It will eventually finish then fails to make ice or do anything else. In addition the compressor only seems to come during the back-washing in the cleaning cycle intermittently?

maybe not. it could be that the heating cycle is taking a lot of time to remove the ice from the evaporator that is why the electronics is shutting off the compressor as a protection. check the heating cycle if it is working fine. check the evaporator for dirt that would hold the ice slab from falling down quickly. check the level of the unit. it may have move and now its out of level. the unit must be leveled with the ground.

If part of a belt gets torn and it is long enough, it will hit any part of the washing machine within range and make a clicking noise at every revolution of the motor.
I am pretty sure you need new belts. You should be able to remove a few screws and open the back cover. Between the pulleys there is a tensioner...loosen that so you can remove the belt easily. replace it with a new belt and adjust the tension.

the rate the light flashes is a code for trouble shooting the electronics on the unit ( such as bad coil sensor, bad bin sensor or shorted grid cutter) if you will look behind the front grille you should find a tech sheet that will tell you what the flasing means and tell you what components to replace. BTW the most common failure is the cutter grid and bin sensor. the sensor is the white rod on the right hand wall inside the unit. besure it is plugged in. the OL error is for over load.that is when you over load the clothes in the washing machine.
If your washer doesn't spin or agitate on either the delicate or regular cycle, check these:
Selector switch If your washer has a selector switch on the control panel, make sure the button for your selection is pressed all the way in, or set properly.
Clutch assembly Many GE®/Hotpoint® washers use a clutch and an automatic shift lever. This assembly is quite complicated. If there's a problem with it, you probably should contact a qualified appliance repair technician.
Drive motor Many washing machines have multiple-speed drive motors. Though it's uncommon, the drive motor may work fine on one speed but not on another. If the drive motor has failed on one speed, you need to replace the entire motor.
