Buzzing/whining noise while on charge.

This sounds like a cooling fan issue, inspect that....Clean the unit while you're in there, heat kills.

When switch on laptop, high sound coming

If your laptop is making a high pitch of noise (long beep) and the laptop is not having any problem booting to windows (operating system) there's a possibility that one of the button is pressed also known as sticky key

Switch off your laptop try to touch and press all the buttons and try to switch it on.
If you will encounter the same thing wait until the laptop boot to windows and open the notepad application and try to use all the buttons
If some of the buttons are not working or some buttons automatically press the problem will be on the keyboard

Is it okay if you will send more information regarding with the high sound coming from your laptop after switching it on because I would be happy to assist you and resolve your question with accurate answer . Thank you : )

My laptop makes a high pitched noise

The high pitched noise you hear is most likely caused by the CPU cooling fan on your laptop. If you suspect that this high pitched sound is caused by the fan going out, you can spray your laptop with compressed air to get the dust off of the fan.
This solution will make your laptop work at a cooler temperature, and reduce the noise.

If the problem persists, seek a certified laptop repair specialist.

My machine is making a high-pitched whining sound - I think it's the fan, but I've tried blowing on it to clear any dust but it hasn't worked.

It's just due to the fan wearing out - The safest and smartest bet would be to just buy a new one, mate.

Is it normal for my ACER Aspire 5552 to make a lot of noise (whining, clicking) whenever it is processing a command? It is loud.

The hard drive is probably the problem, in some cases they get louder as time goes on. The clicking sound you describe is the hard drive sampling your data, and the whining is the motor turning the disc in hardware. It is likely the hard drive will fail eventually.

Loud whine gives us headaches

There are two possible things it could be, either a fan is giving the whining noise or it's the hard drive. Locate the fan on the underside and put your ear near to see if it's coming from there. If it is, the fan needs to be replaced.
If it's not the fan then it's probably the hard drive and I would not think it is going to last much longer.

Whining usually comes from the hard drive and indicates that it's beginning to fail. Locate the hard drive in your machine, hit the power button, then listen to see if the sound is coming from the hard drive area, if so, then the hard drive is beginning to fail. As far as it failing, it may go the next time you turn it on or it my last for months, hard drives a funny that way.

High pitch noise coming from laptop

Likely it is the system cooling fan or processor cooling fan so check to see if you would like to put it back under a manufacturer warranty if possible or whether you have the skill to review, follow, and carefully open up and inspect and clean and reassemble your notebook PC. What price is it worth to you to fix this problem - the downtown computer retailer that sells CDs and PCs and appliances will charge you to fix it. Again, most likely it is a simple small fan inside the PC. It could just have lint, dust, fuzz in it and after a clean out could work quietly again. The CPU cooling fins or cooling fan blades after cleaning will allow the CPU or system to operate more coolly, and then the fan RPM could drop a bit and the notebook PC whining sound may decrease. Oh, finally, putting the notebook PC on a grate or grill or a notebook cooling ventilation platform could alleviate the problem if it is just lint or dust.
