Most of the time you get a recovery Disk with the computer, if you do not have one you can recover the computer from built in recovery partition, if you do not have that option contact samsung support to order one

There should be a Toshiba Recovery Disk Creator. Check in your Start>all programs and Toshiba and see if it isthere. Usually they put it on a partition on the HD so you can create it.
If you cannot create one, or the folder is missing, then you will have to order them from Toshiba, if they even have them, which sometimes they do not.
If you have the Windows sticker on the bottom with the long code on it, they you can at least get a windows disk that matches the version you have, and reinstall windows. You may have to get online with another computer and then download the drivers.
Also, you have to back up your data, if you have any to save.
