the operation of a governor system in all pumps is to remain at full throttle until the governor control reaches a predetermined setting
so it is at full throttle when stopped , starts and the governor setting is idle so it runs at idle until you change that setting in which case it moves back towards full throttle again
I explain it like this so that it can be understood that from your description you will see that there is a problem in the governor control system
As governor control is critical in a diesel engine I suggest that you seek a proper diagnosis from an accredited professional diesel pump repair shop as it is very possible that the pump or electronic control will have to be inspected / repaired

Can you Regulate the Engine Speed Using the Governor Arm? If Yes, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** If you Can Not Regulate the Engine Speed Using the Governor Control Arm, then Check the Carburetor Throttle Valve. If the Throttle Control Valve (sometimes called a Flap or Plate) Mounting Screws Came Out of the Control Valve, then you will have No Control Over the Engine Speed. How to set goveners


As a rule there is a rod that runs from the governor arm to the carb throttle plate arm, sometimes there is a lot of holes to choose from to put that rod into. For most mowing type settings you push the throttle wide open on the carb and push the governor arm all the way full throttle and connect the rod by using whatever hole will let you or bend the rod to get into a hole. Your throttle cable will be connected to the governor arm with a spring ,this will allow the governor arm to swing back and forth to hold a steady RPM that you selected with your throtle cable. In a non mowing application like generators, the voltage output is regulated by the RPM so it would be adjusted by using a voltmeter and setting the governor to get 120 volts 60 cycle at the plug in, In the USA. Without the make and model it is hard to do more then talk theory but if you're handy this info will help.

Governor reset


Are you asking how to reset governor linkage to factory spec? If so, move governor arm in direction that opens throttle valve on carb wide open. Hold in this position. Loosen small nut on bottom of governor arm. With a needle nose pliers turn center arm that goes into engine in the same direction you turned governor arm to open throttle valve. Holding in position, now tighten nut on governor arm tight again. This is referred to as a static setting and is factory spec. Good luck!

1ec7ba32-45ac-4b07-8389-f863014e42da.jpgIt still sounds like a carburation issue. Are you sure all jets, vents and ports in carb are open? Another possibility is that the governor setting is off. The governor is the rod that comes out of side of engine and connects to throttle linkage on carb. To set governor to factory setting, push governor linkage in direction that opens throttle valve, loosen screw on governor arm and turn rod in same direction until it stops, while holding in this position tighten screw on governor arm. This is called a static setting. If this doesn't work I would disassemble carb, remove all plastic and rubber parts and soak in carb dip overnight. Picture may be different from your unit but it shows governor linkage to carb. Good luck and happy wrenching!

These can be tricky, but your on the right track. With throttle set on high (engine off), turn governor linkage in the same direction that opens throttle valve in carb wide open, then turn the governor rod in that same direction then tighten bolt on governor arm. This is a static setting. The high and low idle is most likely a dirty carb so assuming the carb is now clean your idle should be better. Hope this helps. Good luck!

Your governor should not need adjusting unless someone moved it and you want to go back to factory setting. Having said that. You will loosen small nut on bottom of governor, follow the travel of governor to watch the throttle in wide open position. Hold it in that position then with needle nose grip the center of stud coming out of bottom center of governor and move this all the way in same direction as wide open throttle, then snug it up and your done. Check your throttle and choke settings. Something is causing the throttle plate in the carburetor to remain open or the governor is improperly set. I would reset the air/fuel mixture screws to one and a quarter turns out and back the idle screw all the way out. Make sure that the throttle cable operates the throttle properly and check the governor setting and reset the governor setting if needed. Start the engine and adjust from there. When the engine starts, adjust the idle screw until the engine idles. Adjust the fuel/air mixture screws for the best idle. Then run the RPM up and adjust the fuel/air mixture screws for the best run/idle combination. Don't forget to adjust the governor if the engine runs too fast or too slowly.

If the mower starts easily and runs well but surges, the problem is not your carburetor! There is an arm coming from the crank case that links to the carburetor throttle arm with a small rod (the rod has a spring around it). That is your throttle governor. Loosen the nut where the governor arm meets the shaft going into the crank case, set the throttle to full throttle and using a pliers, twist the governor arm (coming out of the crank case to full open (twisting the shaft in the same direction that the governor arm would twist it when you go to full throttle). Tighten the governor arm nut without changing that setting... don't let the governor arm move or let the governor arm shaft (coming out of the crank case ) move or the setting will be wrong. ( I know... a third hand would be useful to hold the governor arm to keep it from moving). You may have to make that adjustment a few time to get it right.

Setting the govener


You should not be messing with the governor. The governor wants to slow the engine down. See which direction the throttle shaft needs to travel in, usually from the carb to the governor, to close the throttle butterfly, NOT the choke plate. Loosen the governor clamp, rotate the shaft clockwise while holding the governor in the same direction. Use your head to determine how to make these things happen while tightening the governor nut back up. The engine shouldn't race, and the throttle cable should now work. I shouldn't have told you any of that. Ok, here; if your motor blows up because you do something wrong, I TOLD you not to mess with the governor BEFORE I explained how to adjust one. But that's how you adjust one.
