I have a 2005 Ford Focus se s ltr there is a light with a car and lock that blinks until I turn the key on then I get 5 beeps and the car will not turn over. I had a bad battery and replaced it and is not...

Sounds like your immobiliser has a fault and is engaging when it should not be. One of the functions of the immobiliser is to engage when the battery power has been disconnected, this is an anti theft precaution against someone trying to tamper with the electrics when attempting to hot wire the car. Have Ford reset the immobiliser anti theft system.
