Where do I oil this sewing machine?

you did not provide the name and model number of the sewing machine or serger, so the only thing I can suggest is look in the instruction manual if you have one, the information should be in there.. if you don't have a manual, provide a name and model number and some one will try to help you find a manual

My machine runs too slowly.

Consult your owner's manual for maintenance instructions. A computerized machine requires oiling only in specified areas. Use fresh, good quality sewing machine oil recommended by the manufacturer and apply one 1-2 drops each spot. Make sure your machine is clean of any lint or thread build-up, ie usually in the bobbin and feed dog area. If it continues to run slowly, might be a good idea to take it for service.

Start when the battery load voltage change ... the lack of instantaneous voltage, all right, normal.

What kind of oil should I use for Fellowes DM15C. And is there any other maintenance that should be done. The manual was very sparse about maintenance.

Fellows does have its own brand of shredder oil that you can use .... but most brands will work just as well. Oiling your shredder gears is the only regular maintenance that is required.

I need to know if my jackhammer needs to be oiled?

If it is air driven, it requires 'air tool oil' applied to the air connection of the tool. The rotary mechanism in small drill types requires heavy grease lubrication applied occasionally. Hope this helps!

How serious is 'maintenance required' warning. Car has 47500 miles

That is a reminder for changing your oil. Everytime you take your car in for an oil change, they are suppose to reset the "maintenance required" everytime.
