It could be two things, Jack: I would start by plugging it in to your charger for about 24 hrs to make sure it's not just the battery after that length of time not being used...OR, you might have to reset it to factory settings.
In the case of password lockouts or freezing, doing a hard reset on your android device could help you get back to the factory defaults.
First you need to make sure your tablet is powered off.
Hold down on the Volume + button and hold down the Power button at the same time.
As soon as the tablet's screen turns on, let go of the Power button but keep the Volume + button held down until you see a large Android in the center of the screen.
At this point you will see a screen with boot options.
Use the Volume - button to go down to Wipe Data Factory Reset and tap the Power button to select this option.
On the next screen use the Volume - button again to go down to Yes and use the Power button to select.
At this point it will be going through the wiping and resetting process.
When it's done you will see the first screen you came to when you first started the setup.
Just tap the Power button to select Reboot System Now.
Many people say to push and hold down the Volume(+) and Power button at the same time. Push and hold for as long as twenty seconds until you see a green android with green text.
But, on some devices and some Android O/S versions it takes pushing and holding the Volume(-) and Power button and holding them both down for twenty seconds or so or until you see the green Android and text screen. This will show the Wipe Data/Factory reset option. Select this option by scrolling using the Volume(+) button and engage using the power button. Some devices give you a second screen with a list of *no no no no no* and one line of Factory Reset. Again, scroll to the Reset option using the Volume(+) option and select it using the power button.
If the above doesn't work, either your battery is dead or your device is dead.
It could have hardware problems. It could have software problems. To troubleshoot software problems, when on the initial start up screen carefully introduce a paperclip end into the *Reset* button hole until you feel a little click. Your device should then turn off automatically. Some start up again automatically, some don't. Give it a minute or so and it it doesn't start back up by itself. Push and hold the power button as usual.
This should clear up any software problems and this doesn't cause you to lose any data or changes you've made.
Hardware problems such as a memory chip gone bad will not be helped by a Reset Button reset nor will they be helped by a *Factory Reset" which is done by holding down a combination of Volume(-) and Power buttons to get into the Android factory reset options text list. These are drastic and will cause you to lose any and all personal data and changes you've made to the device. A factory reset will put the device back to new condition. But, alas, even a factory reset will not help if you have hardware problems.
YOU COULD TRY A RESET ? I FOUND A VIDEO FOR MINE SAID TO PUSH THE VOLUME BUTTON AND OFF /ON BUTTONS AT THE SAME TIME ..THEN YOU GET A RESET MENU ON THE SCREEN ..JUST TAP IT AND IT STARTS ALL OVER ..TAKES A LITTLE WHILE BUT MINE SEEMS TO WORK FINE NOW
Since I don't know which exact Proscan Tablet you have, here is how to restore the PLT9045K.
1) Make sure the tablet is powered down.
2) Press and hold VOLUME UP(+) and DOWN(-) buttons, plus POWER button all at the same time.
3) Insert a metal pin in the RESET hole at the back of the tablet, then push and hold it for 2 seconds, while still holding the VOLUME and POWER buttons. Make sure the pin is pushed. It seems like nothing happened, but just keep on going to the next step.
4) Power ON the tablet and immediately, PRESS and RELEASE continuously the VOLUME UP(+) button in order to get the display as showing dead tablet (dead robot).
5) This is the critical part. Make sure you do the right sequence or you will start again from the beginning. Press and hold the POWER button, then press and release VOLUME UP(+), and the display will give you a screen showing different options.
6) Choose the option wipe data/factory reset, by clicking POWER button to scroll down. To execute the selected option, press VOLUME UP(+) button. The tablet will reboot back to its factory setting.
This works with devices having physical home button:- 1. Press the power button and the home button together
for a while, long enough until the screen appears with Android bot and a
progress bar which shows that it's formatting the internal memory. With NO physical HOME button:- 2. In case your device does not have a physical home button, press the power button and both the volume keys together for few seconds. 3. Press gently the "reset pin-hole" present generally on a side of Tablet. Use a clip-pin or similarly fine thing to gently push inside to reset your device to factory settings.

I had the same problem even tried the eset button on the side but nothing worked. Opened ticket with customer support and they advised to do system wipe and factory reset....to do this press teh vol + and vol - and power button all at the same time for 8-10 secornd, until blue screen appears, select "wipe data/factory reset" by using the vol buttons and select using the poser THEN select "YES - Delete all user data"
Obviously you will lose any data but when you can't use the tablet you don't really have an option.
After the system tells you the process is complete you can select the reboot option.
At this point my tablet appeared as is from store.
There is a tiny reset hole on the back of the tablet marked with a "R" near the SD card slot. Push a small paper clip in the hole until you feel it hit the button. This will reset the tablet and the touch screen will start working again once you power it back up. --Emerson m744 android tablet.
