How to Disable Background Refreshing:
This feature is enabled by default, so to shut it off, open up the Settings app and navigate to General > Background App Refresh

there is also a user guide on the phone itself. If you open safari on your phone it is in the bookmarks section. Another great place to get your manual and a lot of other good tips is www.apple.com/support/iphone. They will have a get started guide and all kinds of helpful tools

Not possible on 5.1 for 4s apple stopped writing the code for 5.0.1 already so a downgrade ain't happening bright side though any day now according to Twitter

IP CAM VIEW found in the Itunes Market: http://itunes.apple.com/us/app/ip-cam-view/id471794610?mt=8# should work as long as you have the network settings properly configured in both your DVR and Home Network. I recommend setting a Static IP for the DVR on your Home Router. After you have assigned the IP goto the network settings on your DVR and input the IP Address you assigned, the SubnetMask of your Home Router(usually 255.255.255.0 or 255.255.252.0), and the Gateway of yourHome Router.(i.e. 192.168.0.1/192.168.1.1/192.168.1.254). While you are on your Network screen I recommend changing your default TCP Port andHTTP Port to something that is not commonly allocated. As with most Routers you must Create a pinhole in the firewall to allow the outside traffic in. Select your DVR's IP on your Router and Create Definitions for both Ports that you set on your DVR's Network Menu. If your DVR and Router didn't reboot after saving these changes reboot.On the phone ap I found the following two cameras to work with the H.264 DVR System V2.00.R05:
For the Host/IP field, You use your Home Routers Internet IP. TCP port is the number you set on the network menu of your DVR. Ch.# is the Channel Cam (1-8, and 9 being a single feed of all 8 channels)user names and passwords are case sensitive.

This is a feature built in the operating system to help preserve battery life and to free up memory of the device. I don't believe there is anything that you can do manually to prevent the apps from closing.
