I found this on the HP support site:
The power light is on, and the resume light is blinking.
The printer might be waiting to complete a print job or to receive data from your computer.
SolutionWait for the printer to finish the current task.
The printer is waiting for the ink to dry on freshly printed paper.
Solution
- Remove the paper with fresh ink.

Press the resume button.
The printer might be out of paper.
Solution
- Load paper in the paper tray.

Press the resume button.
The printer might have a paper jam.
SolutionClear the paper jam.
If the resume light continues to blink after the paper jam is cleared,
OR
if the print carriage is stuck or making a grinding noise, then follow these steps.
Solution
- Lift the top cover of the printer.
- Turn the printer off and then on again.
- Unplug the power cable from the back of the printer when the grinding noise starts. Unplug the power cable from the wall outlet.
- Movethe print carriage toward the middle of the printer (this proceduremight take a couple of tries to get the timing correct).
- Remove the print cartridges and close the top cover.
- Plug the power cord into the back of the printer. Plug the power cord into the wall outlet.
- Open the top cover, reinstall the print cartridges, and then close the top cover.
The printer may be ready to eject banner paper.
SolutionPress the
resume button to eject the banner paper.
