Problem for Hoover U6630-900 WindTunnel Bagless Upright Vacuum

I have a Hoover Windtunnel U 6439-900. The agitator brush will not turn. I installed 2 new belts, # 38528034, and # 38528-035 There is so much slack in belt # 3852034 (brush drive) that it cannot grip the brush. There does not seem to be any adjustment to take up the slack. I've put in new belts twice now & cannot get brush to rotate or tighten the belt to the brush.
