Cursor bouncing (by 2 users)

Sometimes, when I first plug in the GPS sensor to the USB, my cursor goes crazy. It bounces all over the screen, opens things like they were being left and right clicked, the sidebar is moved around like the gadgets and being dragged. The cursor stops bouncing if I unplug it. The only way to get this to stop is to restart the computer completely. The bouncing even happens when I bring the computer out of hibernation and the GPS is already plugged in.

while typing anything, the cursor skip off to somewhere else. back a couple words or back two lines above. no one seems to have heard of
this condition before. can someone help. this condition does get
frustrating.
