if the machine fails to spin and makes noise there are thee things to check .if it fails to drain the water check if something is stuck on the drain pump no 2 turn the drum with your hand and check if the drum is moving freely if not something is stuck between the drum and the housing if the bearings are faulty the machine spins but makes alot of noise towards the end of the cycle i hope this will help you.
If you are referring to the PC not turning on as a total power failure then yes a faulty mother board could definitely be the problem. The other option is the power supply (easy fix for a desktop not nearly as easy on a laptop). Hope that helps :)
