I WOULD TRY TO INSTALL A HARD START KIT ON THE CAP IF YOU CAN SPIN IT AND IT RUNS LIKE YOU SAID WHEN YOU FORCE IT TO RUN. IT SOUNDS LIKE THE START CAP IS NOT STRONG ENOUGH TO START THE MOTOR WHEN IT HAS BEN RUNNING. A HARD START HAS TWO WIRES AND IS EASY TO INSTALL
