Pro 82 Scanner from Radio Shack problem!!

I have a Pro 82 Scanner from radio shack. When I turn it on and hit scan for it to scan all the banks that has 20 channels per bank it only searches banks 3 through 5. How do I make it search all banks. Thanks for all help.
