First, you need to reset lost Windows password, there are several ways to fix this. You can try some programs which can reset Windows password quickly and safely. "Windows Password Recovery Tool 3.0" is a good choice, I have used this on my Dell laptop and it regained my password quickly. You can search this on Google.
Then you can open "Control Panel" to restore your computer

Hey Pam,

The factory image on the 1545 is accessed by starting the computer and press the F8 key. Choose the option that reads Repair Your Computer and follow the prompts. If this does not work you will need to manually reinstall Windows. Below is a link that will provide information on manually installing Windows.

Dell Factory Image Restore The Dell Factory Image Restore tool replaces PC Restore. Access it from the F8 boot menu.
This utility formats the operating system hard drive partition prior to restoring the factory image. This means data on that partition is deleted and cannot be recovered.
If the customer creates a second partition with a third-party utility, Dell Factory Image Restore is not affected as long as the image partition is not removed.

1. Turn on the computer.
2. As the computer starts, press < F8 > on the keyboard until the Advanced Boot Options menu appears on the screen. You must press before the Windows logo appears on the screen. If you press after the Windows logo appears on the screen, the Advanced Boot Options menu will not appear on the screen. If you do not see the Advanced Boot Options menu, restart the computer, and then repeat this step until you see the menu on the screen.
   
3. Press the < Down Arrow > on the keyboard to select Repair Your Computer on the Advanced Boot Options menu, and then press < Enter >.
4. Specify the language settings that you want, and then click Next.
5. Log in as a user who has administrative credentials, and then click OK.
6. Click Dell Factory Image Restore.
7. In the Dell Factory Image Restore window, click Next.
8. Click to select the Yes, reformat hard drive and restore system software to factory condition check box.
9. Click Next. The computer is restored to the default factory configuration.
   
10. When the restore operation is completed, click Finish to restart the computer. The software is now installed as it was when the computer was first received.
    

Unless your using a email program such as thunder bird or if it is a Yahoo or Gmail account I would not even worry about having to delete anything. Just send it back they cannot access private information without the password anyway. So send it back get it fixed and move forward with a new machine when it comes back? John

Windows Vista or 7
Turn on or restart your Dell Inspiron Mini 10 netbook. Press the "F8" key repeatedly when the "Dell" logo appears on the screen to be redirected to the "Advanced Boot Options" menu.
Highlight "Repair Your Computer," and then press "Enter."
Highlight the language layout you want to use for your keyboard and click "Next." Enter your username and password if prompted. Click "OK."
Click "Dell Factory Image Restore," and then click "Next." The recovery software on some Dell Mini systems may require you to click "Dell Factory Tools" followed by "Dell Factory Image Restore" and "Next."
Click "Next" if you understand the netbook will be restored to its original factory settings. The recovery process will begin.

Windows XP Recovery
Turn on the computer. Press the "Ctrl" and "F11" keys at the same time while the computer is booting up to access the recovery software.
Click "Restore."
Click "Confirm" to begin the recovery process, which shouldn't take longer than 10 minutes.
Click "Finish" to restart the computer and finalize the installation. Click "Yes" to restart the netbook again. The computer will boot up to the Windows XP setup screen

In a Dell computer we have this call Dell Factory Image Restore.

If the HDD was not replace ever then you can perform this.

To access Dell Factory Image Restore you need to hold down F8 just right after turning on the laptop. an option will appear like Repair My Computer. Select this option and look for the Dell Factory Image Restore after that. Just follow the prompts then everything will be restored to the factory settings.

If the HDD was replace then you need to use the Windows Installation CD. Just right after turning on laptop you need to hold down F12 then insert the Windows installation CD then select DVD/CD then press enter key then keep tappin on space bar to make sure it will boot to the DVD drive. From there follow the prompts for the installation.

You will lose all your data if you wanna set it to factory setting ,have its back up before you loose it.

you can only do this type of recovery on certain machines --contact manufacturers site for original "specs" etc

Press Ctrl + F11 While booting
The moment you see the dell logo Press the Ctrl key and start tapping the F11. If it has the restore image it will take you to the restore page. If there is not restore image it won't work
