Scrambled signals

Does anyone make an "unscrambler" so that a commerical program can be recorded (dvd or vcr)?  If a customer has paid for a program, it is legal to record that program as long as it is for personal use.  So, why does no one seem to sell hard or software that allows the consumer to do so?
