I had this problem with my iPad mini. In search the web, it was said the output of some computers were insufficient to charge the device. I tried plugging it into a USB wall adaptor and after a few minutes, it powered up. If you do this, don't expect it to power up for a few minutes.

That is a pretty inexpensive tablet. The screen is broken and the machine isn't worth repairing. The screen will cost far more than a new comparable tablet, sorry for the bad news.
