Problem for Toshiba MD13P1 13 in. TV/DVD Combo

Can't see my cable channels!

I see about 17 basic channels but there should be 70 or so.... I programmed my universal remote for the tv but I can't get the cable to work.

you have to scan threw the tv in the menu to get the channels to show up
