Yes, I have done this for years. You should have no issues.
You have 32-bit Office installation package (CD/DVD/file) and 64-bit Windows operating system. Is it correct?
General answer is YES, I can install a 32-bit application on 64-bit OS. I have exactly same situation in my laptop. Both 32-bit LibreOffice and 32-bit MS Office are installed on W7 & W8 laptops and work well.
But NO vice versa. The 32-bit system does not allow to install 64-bit application. The 32b system does not support 64b instruction set required for 64b applications.
My experience is confirmed by many other users:

No, you cannot. You would have to do a clean install, which means wiping the old system off your hard drive (backing up everything you want to keep, of course).....nor can you go the other direction either...again, a clean install...
Here's the Microsoft page on it if you want to read it:

From the Autocad webiste:
System Requirements
AutoCAD® Civil and AutoCAD® Civil 3D® 2009 Recommended System Requirements
Recommended configuration (excluding server components used with project management capabilities):
Note: Windows XP 64 and Windows Vista 64 are supported in 32-bit compatibility mode only.
Here's how you should be able to run it in compatibility mode:
1. Right click on the Autocad Icon in your start menu
2. click on Properties
3. click on the Compatibility tab at the top
4. check the box next to Compatibility Mode and select Vista 32 bit if it is given as an option.
I don't have Vista here, but that is how it works in XP and I did do a search and it appears to be the same in Vista.

If you hardware ie. (CPU- processor and mainboard support 64 bit), you can reinstall your OS from 32bit(x86) to 64bit(x64).
Hope it helps.
