Sounds like a viral infection blocking you from downloading items, in an attempt to stop you removing it. Sometimes, with chrome browser, if you re-install this will clear this issue, to then allow you to download other utilities to cure the viral infection.

I would also try starting the laptop in safe-mode and attempting to download malware utilities there. You may find starting in safe-mode means you are able to download virus removal utilities to try and cure your machine. If you do find this possible, run your scans for infections within safe-mode, they will do a better job of removing any malware. Once you have removed any infections restart the machine and see if the problem is cured.

Here some links to software I recommend scanning with:
Try running these first:
1st rkill - http://www.bleepingcomputer.com/download/rkill/
2nd Combofix - http://www.bleepingcomputer.com/download/combofix/

Then these:
http://www.malwarebytes.org/
http://www.safer-networking.org/dl/

If starting in safe-mode, re-installing your browser etc doesn't improve your ability to download software, perhaps if you have another computer and a pen drive you should try downloading the tools there and transferring them to your troublesome laptop with your pen drive, then proceed as I described above.

If none of that is possible I would take it into your local computer repair store.

Chrome won't let me download .exe files. It says "Antivirus software detected a virus and the file was deleted." The files are NOT infected with a virus. Some exe files come from ISP, AOL, and they are...

Which anti-virus program are you using ? As this issue do not pertain to the browser rather than your anti-virus. Its quite possible that you have some infected file already in your computer. I suggest you to update the anti-virus program and run a complete system scan and then try to download the files that you are trying previous. Also check if Chrome is set as your default browser because if so it will automatically open the compatible file with it rather than AOL as you desire.

Virus Guide: 11 things you should know

What is a computer virus --> Computer viruses are small software programs that are designed to spread from one computer to another and to interfere with computer operation.
A virus might corrupt or delete data on your computer, use your e-mail program to spread itself to other computers, or even erase everything on your hard disk.
Computer viruses are often spread by attachments in e-mail messages or instant messaging messages. That is why it is essential that you never open e-mail attachments unless you know who it's from and you are expecting it.
Viruses can be disguised as attachments of funny images, greeting cards, or audio and video files.
Computer viruses also spread through downloads on the Internet. They can be hidden in illicit software or other files or programs you might download.
To help avoid computer viruses, it's essential that you keep your computer current with the latest updates and antivirus tools, stay informed about recent threats, run your computer as a standard user (not as administrator), and that you follow a few basic rules when you surf the Internet, download files, and open attachments.
Once a virus is on your computer, its type or the method it used to get there is not as important as removing it and preventing further infection.

Hotmail has been compromised

Open that strange attachment in your Hotmail email and your computer may be infected with a virus, a nasty piece of software that may corrupt your computer data, delete files or send your personal information to a hacker. Employ a combination of proactive protection measures and post-virus removal techniques to guard your computer against any viruses hiding in your Hotmail Inbox.

Avoid opening emails from suspicious sources or with unrecognizable text in the "From" or "Subject" headings. And never open attachments that you are not expecting, even if they appear to be from a friend, without first confirming it with the sender to ensure that it is a legitimate attachment. Check the top of the Hotmail page when opening an attachment. MSN Hotmail employs a free virus scanner that scans all attachments when you try to open them. If you try to open an attachment with a Hotmail virus, the website will alert you to the danger. Press "Delete" immediately. Click "Deleted" in the left column of Hotmail after deleting a virus-ridden email. A page showing your deleted emails will appear. Push the "Empty" button at the top of the page to permanently remove all of your deleted emails to prevent accidentally moving the virus back into your Inbox. Run a virus scan on your computer system if you open a strange attachment and suspect that a virus got through the Hotmail scanner. The scanner will identify and remove the virus if it has infected your machine. Virus scanning software is available at a cost from Norton and McAfee, while free alternatives can be downloaded from Avast and AVG. Consult your user manual for scanning procedures, as these vary widely by program. Rather than paying for an antivirus

No sound device

No Sound Device notification suggests that your Sound Card Driver had corrupted due to some sort of file deletion process or change in your registry. (Which could be due to a virus attack).

1 - First and foremost, if your PC is feeling a bit sluggish, download and install a free anti-virus like Avira, from this link:
http://www.avira.com/en/avira-free-antivirus

2 - Check your system for possible viral infection.
3 - Clear or delete any suspicious files.

Now if there is no viral infection and Avira declares your PC free from any mal-ware then go on

1 - Remove the previous installation of your Sound Card Driver using Revo Uninstaller Portable, it can be downloaded from the following link.
http://www.revouninstaller.com/download/revouninstaller.zip

2 - It would ensure that no previous installations of that driver are intact.
3 - Reinstall the sound card driver.

Hopefully it would help you solve your problem.

I receive email with attachment. But anti virus from yahoo mail detect a virus in that attachment. So i can't download that attachment. I still want to download that attachment. What the solution? thank...

If you manage to download this file you will most certainly infect you PC with a Trojan Horse, Worm, or Spyware, these virusus remain on your computer copying valuable information and remembering keystrokes and send them back to the creator or host. It is therefore important that you forget about this attachment and somehow find it from a more reliable source. If it is from someone you know I have written a tip on some really good Free AntiVirus programs, (it can be found here: http://www.fixya.com/support/r6790239-virus_infection_best_free_anti_virus), that you can download and install, then run a full scan on the PC with the file. Once the PC is clean the files that are infected can be healed. The file can then be re-attached and sent virus free.

My Nieghbor loaded at least 3 rogue anti-virus programs onto her Acer. The netbook has 2 legitimate users. Most control panel, security center and other critical applications have been blocked from use...

sounds like spyware still got thru even with all the anti-virus programs running. Best thing to do is to save all the important data onto an external drive or flash drive and then reformat the drive and reinstall the drivers for the hardware and put the applications that you want back onto the computer. This time only install one anti-virus program onto the computer.

Can't get rid of lsas blaster. tryed everything.

If you haven't tried MalwareBytes Anti-Malware tool, I suggest you download it on another computer and follow the below guide or you may stay infected.

Once you download the file on another computer, rename the file to something like "anything.exe" with the quotation marks. Now, transfer the file to a usb flashdrive. Take the flashdrive and attach it to the infected computer. Click on "My Computer" and find the flash drive and open it. Double click the drive and then double click the renamed MalwareBytes file. Install the program, let it update and then run the program. Perform a quick scan only, it may take a while so be patient. Once it finishes the scan, click on show results, it will post a list of infections that it finds. Once it posts the results, delete everything it finds. Reboot the system. Two other programs I would install are Avast Anti-Virus which is a free anti-Virus program and Threatfire which is a free utility that actively scans incoming web pages for threats and malware. Below are the links to the download pages.
