Battery Voltage is usually always 12, Amperage can vary slightly with no major problems. 35 Amp is standard and will not present any problems.
Scooters have to use "gel-cell" batteries. deep cycle batteries are basically car batteries. They are made for a quick current draw like when you start your car. Gel-cells are made for a constant draw like your scooter which will draw for minutes to an hour. You will boil your battery dry and kill it if you use a deep cycle or any lead acid battery in a scooter. Gel-cell batteries are basically a lead acid battery with "gel" instead of water in it so it does not "boil out" and destroy the battery. You will end up frying your charger if you try to charge a dry battery or one which the plates are warped inside form a long draw on a lead acid battery.
do NOT use a deep cycle battery.. it is different formulation and you can cause an explosion or sudden expulsion of acid vapor if you are not careful!!
Google it and you will see. do not use that for your own safety sake!

Are you sure the batteries are charged ? Is the Battery charger charging ok ? Are the batteries connected ? take off seat and cover to check battery leads, does the key fit in the lock okay ?

Hi. Most chargers with only two wires, have a small bridge wire from the
black ( negative ) wire to the middle terminal of the connector. This disables the controller while the machine is charging. The charger will still work without this bridge wire, but the scooter will still operate normally.
There are a few different chargers around that have an internal relay that disables the scooter, but these chargers are normally "on-board" chargers.

Obtaining a 4-wheeled front section is the best way to improve stability. The 3-wheeled front section on rascal 235 and 245 scooters easily detaches and interchanges with the 4-wheeled front sections(235 models are a little shorter (less legroom).
