Question about GE Spectra JBP78 Electric Kitchen Range
If the ceramic ring you're talking about is around the far outside of the element, then it being broken isn't a big deal (as long as pieces aren't missing). Its just an insulator.
If the knob is stripped, how are you turning the burner on? Are you sure the problem is the element and not the knob?
Either way, since your "friend" cut the wire, the element is not going to work properly. The crimp connections are designed to be removed and replaced, and the element is not going to come with any additional parts. Go to Radio Shack or an auto parts store and get a replacement crimp connector. You'll have to strip and recrimp a connector on the wire your friend cut. The wire may not be long enough now, though, so you'll have to twist the element while installing it so that the wire will reach. This should be fine as there's plenty of room to spin the element around.
