If the file just came up missing recently and you are using a OS that can go back in time (or has a system restore) simply go back to a time when u know your pc had that file.
I performed a google search for that DLL and had no hits. That DLL can be for a number of software. To find which, turn off 1 by 1 the software that starts up automatically on your pc until you no longer get the error message....or, see which one of the start up progs running on your pc is not loading and that will tell you what software you need to remove and reinstall in order to fix the problem (or u can find the cd,explore it and drag and drop that dll into the specified system32 folder where the file was originally located).
Which ever case, without knowing what program that dll belongs to we cannot direct you to where that file may be on your HDD.
