It sounds like your video GPU may be burnt or have vertical artifacts. You can try to downgrade the video driver, or if you're tech-savy enough, you can underclock it slightly, and that should get rid of the lines. If you have any troubles, repost and i can try to help some more.

Vertical lines

It sounds like dead pixels in the LCD display. the only way to get rid of the lines is to replace the Display unit in the laptop. This can be a very expensive repair so I'd check it in with an IT professional first.

Sony vaio vgn-fs8900p isn't booting

Most likely your hard drive has gone bad. It could be your RAM too. I know that you said you checked your ram one stick at a time. What if both sticks are bad? I would get some cheap (low MBs) sticks of ram that are compatible with your computer to see if your computer will start to run right with those in.

LIGHT BLUE VERTICAL LINE ON MONITOR

The vertical line is a bad pixel sensor at the edge of the screen, your screen has hundreds of vertical and horizonal pixel sensors. This is an indicator that the screen is going out and need replacing.
