PC states, incorrect cartridge installed...color but it is the correct cartridge. I restarted it removed and cleaned the cartridge compartment but the printer viewer still shows the color cartridge is not installed.

Make sure the contacts on the cartridge and in the printer are clean. Also, try a new cartridge to see whether or not you have a defective one.

Make sure that the contacts where you plug in the cartridge are clean. Also if you haven't yet done so, try another of the same cartridge.
Try going to the Dell site and searching for that printer model. Then see if you need to have both ink cartridges populated and filled with ink, to make it work.
You might also clean the contacts on the ink cartridges, to make sure the printer knows you have both cartridges in the printer, even though they're not both filled with ink.
It just might require both to be filled, before it will print for you.
