Pretty general description. Do you want me to guess as to whats wrong or what is running and what is not, and if the breakers have been turned off aNd back on? If you tell us something less general and more descriptive we might be able to offer some advise. How old is it? How long have you been working with it 2 or 3 summers... What was the last thing that went bad on it? Any unusual smells? Any hot spots on the equipment? You know the regular stuff.

Should a heat pump run all the time?

It really depends on the climate and the design. In Michigan where the winters are cold and the humidity high the air cooled heat pumps run constantly, but here in Arizona they cycle on and off like a regular air conditioner. That's the best answer I can give. Hope this helps and good luck.

you might have a coolant air lock! most cadillac have a bleeder screw on top of the thermostat housing, loosing screw only when engine cold pure coolant in wait untill coolant start running out the screw hole rapidly then tighten screw, start engine let it run your fan should start working too, GOOD LUCK

Are you trying to heat with your air conditioner?-- here are a few points to keep in mind:

Remember, for an air conditioner to PUT OUT HEAT-- (as HEAT PUMP) -- there has to be some HEAT outdoors, to make the process work...
So-- ask yourself-- How cold is it outside?
How cold was it outside, the last time that my AC worked good as a heat pump?

Possibly the coil outside is all frosted up?--

Shutting it off, and letting the outside coil defrost might help-- but-- the basic law of physics still stands: To get heat inside-- there has to be some heat outside! (Likely your unit won't give you much heat inside, when it is below 50 -- or for sure-- below 40 degrees outside!)

Give us a few temperature readings- inside and out, and then gives us clues as to what is running, and what is not-- maybe we can trouble shoot deeper. Is the compressor running?-- does it sound like it is actually working-- or just running-- sort of like 'running but not really WORKING'?

Let us know--

Heat not rising above 62

It sounds like you have a 'heat pump'?-- and you are trying to heat in these cold snaps-- when the outside temperature is down near freezing?
If so-- Heat pumps do not work well that cold!-- so if your system was marginal at heating, when the outside air is 40 or 50 degrees F-- you quickly run out of 'heat' in the cold outside air, to move the refrigerant in the heat pump with any heat wrung out of the COLD-- to bring heat into your house!
Make sense?

Please tell us more-- like how your heat pump worked last year, etc.

Blowing of cold air every 5 minutes, and it says FP on the screen

FP is the code for frost or freeze protection. The unit will automatically do this periodically to prevent any damage caused by low temperatures although it should not be running as frequently as every five minutes. If the outside temperature is not low then it could either be a problem with the exterior thermistor (not the one you see from inside your room) or the control board could be on its way out.
