First lets try this. Shutdown your laptop and reboot. Once your up and running, plug in your portable hard drive. You might try a different USB port. If windows doesn't let you know its there then you need to look for it by going into your administration tools menu. Of course this depends on what version of windows your are running, if it is windows.
Maybe you can answer this? Have you been disconnecting that hard drive without telling windows you are going to disconnect it first? If the answer is yes you may have corrupted that drive which is why windows is not recognizing it.

Can you open the case and remove the HDD? I looked at the specs on the device and I didn't see what interface the drive is, I would assume it's a SATA, I don't know for sure. Can you ID it?
