The technician had to remove the memory module as the board tried to reset itself but the memory module was corrupted and would not allow the board to reset itself. The phone were reprogrammed and are working.

Depends on what system you are using. The time is taken from the system, different systems have different programming codes.

Sounds like the system needs to be reinitialized and you may have a dead KSU (Key Service Unit), which is the main switching control unit. You need a service call.
