I have a problem with a ten year old Dell Dimension V333s desktop PC. Problem: When I plug-in the power cable at the back of the PC then, without having pressed the power button at the front, the fans start running and the hard disk also start up. But the PC does not boot-up. The diagnostic code indicators (LEDs at the back) show "the system board is receiving power, but the BIOS is not executing". What is wrong ??
Check the RAM of the computer if it is plugged in correctly before turning it on.
