Samsung laptop monitor brightness won't ajust by fn keys

Here's what I've done: Instaled Vista premium windows ( original, got me a cd with a laptop); instaled video drivers ( from internet 179.67 for Nvidia GeForce 8400M GS, but I don't think this is a video card problem ); instaled all drivers from cd given with laptop made for Windows Vista
The problem: the brighness is allways mid dark. By presing Fn+(arrowup) - Fn+(brightnessup) and Fn+(arrowdown) - Fn+(brightnessdown) only the brightness bar apears, it shows that brightness is being ajusted but the brightness it self of the monitor doesn't.
Now I have Windows 7 Evaluation copy Build 7077, instaled same drivers, same thing ( doesn't ajust brightness, only it shows that is being ajusted ) I think the drivers should fit from vista and the problem is elsewhere.
Reistaling the drivers didn't help on Vista or on Windows 7, just made the brightness on full ( highest brightness) and that only last till next computer restart, then it's mid dark again. Ajusting power setings doesn't help either.
So the thing is that I'm tired of looking at the mid dark monitor, atleast it allways could be full brightness, I'd be happy anyway :)

Below are instructions to adjust brightness on HP laptop
Press the "Fn" key with the computer turned on and hold the key.
Press the "F7" or "F8" key on some HP laptops, which are
printed with a small sun icon on the key. The sun icon is filled on the
function key for dimming the laptop. The other key is printed with a
hollow sun icon for brightening the screen.
Press the "Fn" and left arrow keys together on some HP
laptops to turn down the brightness. The "Fn" and right arrow key will
increase brightness. Press and release the right arrow key repeatedly,
while holding down "Fn," to decrease the screen brightness slowly, or
hold the keys to darken the screen as low as the setting will go.
For HP Monitors
Press and hold the down arrow key on the front panel of the
monitor below the screen to turn down the brightness on the external
monitor to the lowest setting.
Repeatedly press the down arrow button to dim the monitor gradually.
Press the up arrow key on the monitor to increase brightness.
There will be a sticker on the laptop wi the product key.
It will be in the format of xxxx-xxxx-xxxx-xxxx-xxxx
Sometimes the sticker will be under the battery.
If the sticker is not on the laptop it was either removed, or you need to make a complaint with Walmart.
Usually you have to toggle the display output on the laptop. The FN key + one of the F# keys with a monitor icon on it. Toggle it until it outputs to the monitor. Your getting "no signal" because no signal is being sent to the monitor or you have the monitor on the wrong input if it has multiple inputs.
I assume HANSPREE SV32AMUB is an external monitor and you want to watch what is on your laptop PC transferred to your TV. If this is the case Toggle the Fn key on your laptop.

There are actually buttons on your laptop that are made for changing brightness.
Hold the "fn" key, and press the "Up" button while holding the "fn" key.
Do the same thing to lower the brightness, except hit the down key.
"fn" + "Up" Raise Brightness
"fn" + "Down" Lower Brightness

1. Open your laptop and turn it on. Then locate the Fn key. It is located on the lower left side of the keyboard, next to the Ctrl key.
2. Press and release the Fn key. Now examine the keyboard carefully. You'll notice that many of the keys have icons or letters and numbers printed in blue upon them. These keys and functions are operated when the Fn key is enabled, as you've just done. Test it out by looking at the lower right side of the keyboard. You'll see two keys with small blue "sun" icons. These control the brightness of the screen. Press the lower one several times and you'll see the screen darken. Press the upper one. The screen brightens.
3. Press and release the Fn key again. Now try using the brightness keys. The screen brightness will not change. You've turned off the Fn key.
The Fn key (also known as the Function key) is a feature found on most laptop computers. The Fn key allows keys on a laptop computer's keyboard to serve more than one function, a clever way of increasing the utility of the keyboard when space is limited. If you look at the function keys (F1 through F12) on the top row of your keyboard, you should see a CRT/LCD label or symbol, typically on F4 or F8 (may be different for your laptop).
Press the Fn key (typically on the left bottom of your keyboard) with that function key and you would toggle through accessing your laptop display, your external monitor display and both displays (may not be in that order).
