My pc is not working , power button wire is open they joint me but my mother board book is not avilable pls tell me the my qustion

If you are ask mother board power option. There are two power option every mother board, one option is SMPS power and sec option is Power Jumper. SMPS two power socket indicate 24 Pin and 4 pin also same option 24 pin and 4 pin socket available in mother board. Second option is 9 pin jumper socket hear connect to HDD power, reset power, cabinet power, power LED, and +5v DC. So you open PC and see all section and solved you problem.

it is or may be the mother board . very common . ck the printed pc board . it may have a bad soder joint .. very common .. .. most no go like yours are the pc control in the back . mm hope this helped feed back pls ..

There can be fault in the inverter drive, the back light circuit or the main power board.
You will need to open the mother board and check on all leads on the mother board- use a magnification observing lens.
Tighten all connectors and solder suspected joints. Check with an external display to confirm the display circuit and then pin point to the display unit in detail of the drive section.

The green light just show that the motherboard is getting power.
The power button of the front of the case is connected to the mother board, not to the power supply, usually in the extreme lower left corner along with the with the HDD and Reset Button cords; Power button wire are labeled and usually red/black.
If all wired correctly, possible bad or stuck power button or reset button.

The most common reasons for this are: 1. Switch failure (the button is broken) 2. Power Supply not working
If you can go inside the case of your PC (if confident that you won't mess up with any other thing).
First of all remove all power cords (even the monitor's wire) open up your case again if confident but its better if you get it checked by a technician. By the way to check the switch the method is given below (i expect that you have a reset button)
There must be a wire on which PWR would be written it will be directly connected to the mother board. To get to it look for the button inside the case and follow the wire, when you find the wire carefully take it out and carefully search for the wire of the reset button and connect the reset wire in the place where the power wire was connected.
Plug in all the wires back again cautiously and then press the reset button and check whether now it turns on or not.
If the above method works it means you have a faulty power button and if not then you have either a power supply problem or In some extreme cases the mother board can be burnt.

I want you to try first swap the power supply box  of the PC if no change ?
go to the CPU socket remove the CPU check if any component is burnt that area if ok put a new CPU  then on it . 
If still behaving the same ,then the mother board is bad get a new mother board

probably it is your operating system. try to recover your windows by using the recovery disc that came out with your e machine or find another widows to install but do not format the hard disk rather replace the existing one.
