Can't Open Ports

I've opened some ports on my router and windows firewall but... canyouseeme.org says it can't see it... i've opened 80 5223 3074 and this is all i get

Error: I could not see your service on xxxxxxxxx on port (5223)
Reason: Connection timed out

could something else be causing it to do that?

I think you need to have something running on these ports for them to see it. try installing apache and check again for port 80 and see if you get an error.

You need to set static IP address on the machine where you want to forward the port.
