If you are on a network that uses a proxy server, make sure your proxy settings are correct.
In Internet Explorer: In the menu bar, click Tools > Internet Options > Connections > LAN settings.
In Skype, in the menu bar click Tools > Connection options...
Make sure your firewall allows exceptions.
If you are using Windows Firewall, click Start > Control Panel > Windows Firewall, and make sure that Don't Allow Exceptionsis NOT ticked.
If you are using a different firewall, click Start > All Programsand select your firewall. Make sure that exceptions are allowed. If Skype is listed in the Exceptions tab, remove it.
Sign in to Skype. When prompted, select Yesto allow Skype to connect to the internet.
Ensure that Skype is able to use port 80 and 443 as alternatives for incoming connections.
Hi,
Unfortunatly since the skype version 4 the Logitech Skype IP Phone is not longer supported.
You will not be able to sync the contact from skype to phone, and might not be able to connect as well.

This is may be because your firewall is blocking skype connections! Go to Control Panel then open Windows Firewall, Just click on the exception tab and try to see if you can locate skype there! If not browse to add skype.exe in the exception list!

everything seems to be connected correctly, but when I try to talk to someone I can see them, but they see me only hear me. I did do a update to see if it would solve the problem. Now I get an unabel to connect message
