if you are talking inline fuel pump for a diesel engine ( only unit that allows for spill timing) you set the injection mark on the pointer and spill shut off is at that mark
with diesels there are a number of differences as to the different makes of engines as some are 15 degrees up to 22 degrees but they are all set on the INJ mark
talk with a specialist diesel shop as to the degrees for your make of engine as it is critical to prevent engine damage

An easy way to find TDC on cylinder one is to remove the spark plug from cylinder one, and then you can rotate the crankshaft manually (or by having someone tap the key) with your finger over the spark plug hole until the compression in the cylinder blows your finger off (you will know when this is). This is an easy way to find TDC if you are doing this yourself.... Once you get to this point you can also place a long screwdriver in the cylinder hole and then slightly turn the crankshaft by hand and watch the screwdriver handle move, you will know when it is at its highest point that you are at TDC. Hope this helps.
