Well, you could go to www.network-tools.com and do an Express lookup on the IP address to get some information about the address. It will do a reverse DNS query, whois query, traceroute, among others to give you basic information about the address and its owner. Keep in mind that IP addresses are "owned" by large corporations and ISPs, not the individual users who get assigned an address from their service provider.
