You need to contact the manufacturer and have them send you new washers for the bib. After freezing the washers have a tendency to swell and shrink multiple times. It should be a 5 minute fix and about $5

The seals are probably stuck inside causing it not to open. Turn the water off to the spigot. Unscrew the head of the faucet, behind handle. The whole inside assembly comes out. You can then replace the gaskets and reinstall the assembly.

Black slim in hot water

SOUND LIKE YOU NEED TO DRAIN AND FLUSH YOUR WATER HEATER TANK. THERE IS A HOSE BIB AT THE BOTTOM OF THE TANK. RUN A HOSE FROM IT TO A DRAIN OR OUTSIDE. SHUT OFF THE COLD WATER INLET VALVE AND OPEN THE HOSE BIB. OPEN HOT FIXTURES IN THE HOUSE.CHECK THE DRAINING WATER FOR CLARITY. IF CLEAR OPEN THE INLET VALVE AND LET IT FLUSH(YOU MAY GET MORE DISCOLORED WATER, RUN UNTIL CLEAR). SHUT HOT WATER FIXTURES, CLOSE THE HOSE BIB AND LET TANK REFILL.

Stripped screw hosebib outside spigot

its probably cheaper and easier just to change the bib....but if you have a easy out you can drill and remove the screw that way and then go to hardware and get another screw and get parts...

I have a new 12"

All you really need to do is install it with a slight dowward slope,1/8 inch per foot is fine.point spout as close to straight down as you can. If you are soldering the silcock in place make sure you have it wide open to avoid damage to seat washer. One thing lots of people forget is that these silcocks are not freeze proof and they leave a hose connected. Quite often water will freeze in hose then go back into body of the sicock and cause it to split. You won't notice this till next time you turn silcock on and it gets real wet real fast. You probably already know this but after30 plus years as a plumber you wouldn't believe how many I have replaced because they left the hose on. Anyway best of luck to you and hope this answers your question.Thank you.

How to properly install and insulate a new hose bib

Get yourself what is called a "Frost Proof" hose bib. This puts the shutoff valve in the assembly well inside the cellar so insulation will not be a concern. I believe they come in two different lengths so get the longest one. Make sure you have a shutoff installed in the supply pipe (it should already be there) so you can shut off the water completely to the hose bib. Hope this helps.

How do you take apart the 8

just remove the nut, and pull the stem straight out. It isn't threaded like the old ones. I used to much heat and melted the ceramic thingie in the back.
you are correct to not force it.

Leaking outdoor hose bib

ok this is an easy one.  you have what is called a  frost free hose bib.  this is split or has a hole in it after the seat.  the seat is inside the house wall.  you need to cut off the copper inside the house and replace the valve .  if it is not a solder joint than have someone hold back on the copper on the inside and you should be able to spin it off and replace it.  P.S if this is the case make sure you use T-tape on the threaded conection
